Special commitments

Special commitments are functions that a state-owned enterprise would not undertake on a commercial basis (or would do so at a higher price than set) and which it is mandated to perform by a decision of the State.

We have been assigned one special commitment:

Decommissioning of nuclear energy facilities and management of radioactive waste, including the establishment and operation of the necessary infrastructure.

Expectations of the State

The expectations set for us by the State are set out in the formal letter regarding the State’s objectives and expectations for the State Enterprise Ignalina Nuclear Power Plant. This letter outlines the objectives pursued by the owner of the enterprise – the State, represented by the Ministry of Energy of the Republic of Lithuania – and the expectations placed on the enterprise. This letter serves as the basis for preparing and reviewing our operational strategy and the implementation plan of its measures.

The following expectations are set for us by the State

To ensure long-term social benefit:

  • To manage the radioactive waste transferred to the enterprise, as well as the waste generated and to be generated during the operation and decommissioning of the Ignalina Nuclear Power Plant and the Maišiagala radioactive waste storage facility;
  • To reduce uncertainty regarding the volume of radioactive waste to be managed – to establish radioactive waste management infrastructure;
  • To improve the safety culture and security culture within the enterprise.

To ensure operational success and increase efficiency:

  • To attract and retain employees with the necessary competencies to achieve the enterprise’s objectives and to promote their engagement;
  • To increase the efficiency of process and project management and reduce energy resource consumption;
  • To improve risk management;
  • To improve the internal control system;
  • To implement innovations and the most advanced technologies, and to conduct operations in accordance with the highest standards of transparency, governance, ethics and social responsibility.
