Lithuanian nuclear energy facilities are located in restricted-access zones and are protected sites. The main physical security requirements for these facilities are established by the Law on Nuclear Energy of the Republic of Lithuania.

The Ignalina Nuclear Power Plant is the largest and most important nuclear energy facility in Lithuania and is of strategic importance to the national security of Lithuania. Another site is the Maišiagala radioactive waste storage facility in Širvintos District, where radioactive waste collected from industrial enterprises, medical and scientific institutions is stored.

Visitors to these facilities and others are asked to be vigilant and to follow warning and prohibition signs. Please be informed that, when in a restricted-access zone, people, vehicles and transported items may be inspected by officers of the Public Security Service.

Filming and photographing the equipment and installations located on the site of a nuclear energy facility is permitted only with authorisation issued by the nuclear energy facility operator.

A no-fly zone (category EYP1) has also been established around this facility, in which flights are allowed only with military authorisation coordinated with responsible nuclear energy facility operator personnel.

Restrictions on movement in border waters

Natural and legal persons, branches and representative offices of legal persons may engage in economic or commercial activities within the state border protection zone, border strip or border waters through which the external border runs, whether by water or along the shore. However, this is only permitted if they are included in the list compiled by the State Border Guard Service under the Ministry of the Interior.

Individuals may submit applications in person at the State Border Guard Service headquarters, border unit or border post. It is also possible to use the electronic delivery system by submitting an application electronically.

Requirements of the Law on Nuclear Energy

We invite you to become acquainted with Article 36 of the Law on Nuclear Energy of the Republic of Lithuania, which provides for the right to enter the protection zones and/or sites of nuclear energy facilities, to participate in the transport of nuclear or nuclear fuel cycle materials and to carry out other safety-related measures.
