“Altra” invites companies to participate in a market consultation on the Procurement of a Counter-Unmanned Aircraft System

Ignalina Nuclear Power Plant, operating under the name “Altra”, invites technology developers to participate in a market consultation aimed at assessing Counter-Unmanned Aircraft System (C-UAS) solutions available on the market. A comprehensive C-UAS is envisaged for implementation at the plant to enhance the security of the nuclear facility.

The planned Counter-Unmanned Aircraft System (C-UAS) would include unmanned aircraft detection capabilities, non-kinetic neutralisation measures and physical protective barriers.

The detection component would enable the identification of unmanned aircraft and their operators, including their location and direction of movement, upon entry into the restricted airspace. The neutralisation component would employ non-kinetic measures – such as communication and navigation signal jamming, control takeover or forced landing –

allowing for the safe termination of unauthorised flights and the reduction of potential damage. Physical protective barriers would further reinforce the protection of critical infrastructure assets and mitigate the potential consequences of incidents.

The system would be designed to protect all safeguarded facilities of the plant and would be integrated into the overall physical security and response architecture.

Invitation to Suppliers

The market consultation aims to assess technological solutions available in Lithuanian and international markets, supplier capabilities, preliminary pricing, implementation timelines and technical feasibility.

Suppliers are invited to propose either a single integrated solution covering the entire territory or several coordinated solutions tailored to individual plant facilities.

Information should be submitted via the CVP IS system by 6 March. In case of questions regarding the technical requirements or the scope of the planned solutions, suppliers are requested to submit inquiries through the CVP IS system. The information received will be used solely for market analysis and for the preparation of future procurement documentation.
