Justė Valančiauskienė joins Altra’s executive team

Justė Valančiauskienė has joined the Ignalina Nuclear Power Plant, operating under the name “Altra”, as Chief Administrative Officer. She will be responsible for transforming the company’s administrative functions. Her responsibilities will include improving the efficiency of internal processes, managing IT, transport and asset-related services, digitising and centralising document management, and developing a shared services centre model.

Therefore, alongside the dismantling of the plant, we are also transforming Altra’s administration by reviewing our processes and seeking more effective operating models. Administration plays a particularly important role in this transformation, as the smooth operation of many processes across the organisation depends on it. Justė brings extensive experience in managing complex processes, infrastructure and organisational change, and her appointment is an important step towards building a more efficient organisation that is ready for the challenges ahead,” says Linas Baužys, CEO of “Altra”.

Valančiauskienė has more than 20 years of professional experience gained in state-owned and other organisations. She has held senior management positions at the Core Center of State Telecommunications, Lithuanian Airports, Vilnius Development Company and NT Valdos, and has also worked at the Centre of Registers and other organisations.

Valančiauskienė holds Bachelor’s and Master’s degrees in Public Administration and a Bachelor’s degree in Law from Mykolas Romeris University. At ISM University of Management and Economics, she completed Master’s studies in Management as well as programmes in Project Management, Applied Organisational Psychology, and Executive Rhetoric and Communication.

The goal – administration that makes people’s work easier

The responsibilities of Altra’s Chief Administrative Officer extend beyond ensuring the smooth day-to-day administration of the company. One of the key objectives is to develop an administrative model in which processes serve people rather than make their work more difficult. Particular attention will therefore be given to reducing bureaucracy and simplifying, centralising and digitising internal processes.

“I am joining Altra at a particularly interesting time for the organisation. Not only is a decommissioning project unique in its scale being carried out at the Ignalina Nuclear Power Plant, but the organisation itself is also undergoing a significant transformation. It is meaningful for me to be part of this change and to contribute to building an administrative system that is less bureaucratic and more supportive of people. My goal is to work together with the team to develop clear, modern and efficient processes, so that the administrative function becomes a trusted centre of expertise for employees and helps the organisation achieve its strategic objectives more effectively,” says Valančiauskienė, Chief Administrative Officer at “Altra”.

Valančiauskienė will also coordinate the strategies of the units within the administrative function, the implementation of strategic objectives and risk management. Her key responsibilities will include IT service management, the optimisation and digitisation of document management, and the development of a shared services centre model.

Valančiauskienė took up the position of Chief Administrative Officer in September 2026.

About “Altra”

Altra’s primary objective is to safely decommission the Ignalina Nuclear Power Plant and ensure that the burden of managing radioactive waste is not left to future generations. Over the course of the project, approximately 180,000 tonnes of equipment and associated materials and 1.7 million cubic metres of concrete are planned to be dismantled. Following decontamination and clearance, around 78% of the equipment and 95% of the reinforced concrete is returned to the secondary raw materials market.

Radioactive waste is managed in accordance with the highest safety standards. Four repositories are designated for its disposal. The repository for very low-level short-lived radioactive waste is already in operation. The bituminised radioactive waste storage facility is planned to be converted into a repository in 2027. A repository for low- and intermediate-level short-lived radioactive waste is planned to be constructed by 2028, while a deep geological repository for spent nuclear fuel and other long-lived radioactive waste is planned to be constructed by 2070.

The near-surface repositories are being constructed on the company’s site in Visaginas Municipality. The final location of the deep geological repository in Lithuania is expected to be approved by 2049, with operations planned to continue until 2084. Over this period, “Altra” aims to become an advanced next-generation nuclear energy company and a European benchmark for nuclear lifecycle management.
